First thing you need to do is create a folder for your graphics to go in.
Follow this file path exactly, replacing my name with your computers name-
CODE
C:\Users\Harry\Documents\Sports Interactive\Football Manager 2008.
From here you will need to create a ‘graphics folder’. Just go to ‘organise>New folder’ and call it graphics.
This is were all graphics files that you dowload or create will go.
Once you find something that you want to put in the game, eg. Facepack, Backgrounds, Kits etc, download the file and copy the whole thing into the graphics folder you have created.
Now, once done, you need to go into the game. Go to ‘Options>Preferences>Display&Sound>’ and make sure you have ‘always reload skin on confirm’ ticked.

You can put all the graphics into the same graphics folder we created earlier. As long as you include the config file(which you will have downloaded too) the game will know where to put them in the game.
One piece of advice I would give, especially if you are going to put a lot of graphics in your game, is to organise the graphics folder into subsections, such as facepacks, logos, kits, backgrounds etc so it will be easier to keep track of everything and more importantly remove anything you want to later.
